With this format Comcare has aimed to improve communication with the community, enhance accessibility, simplify usability and reduce the organisation's carbon footprint. About this report

The Comcare Annual Report documents the activities and performance of Comcare from 1 July 2009 to 30 June 2010. The Comcare Annual Report complies with the requirements contained in the Commonwealth Authorities and Companies Act 1997 (CAC Act) and in particular Part 2 of the Commonwealth Authorities and Companies (Report of Operations) Orders 2008.

Executive summary: A report from Comcare’s Director and summary of Comcare's financial performance.

Report on performance: A report on Comcare’s performance in relation to the outcome and outputs framework described in the 2009–10 Portfolio Budget Statements (PBS). The three sections of this part reflect the following outcomes:

  • Outcome 1: The protection of the health, safety and welfare at work of workers covered by the Comcare scheme through education, assurance and enforcement.

  • Outcome 2: An early and safe return to work and access to compensation for injured workers covered by the Comcare scheme through working in partnership with employers to create best practice in rehabilitation and quick and accurate management of workers’ compensation claims.

  • Outcome 3: Access to compensation for people with asbestos-related diseases where the Commonwealth has a liability through management of claims.

Management and accountability: Details on internal and external scrutiny, Comcare’s corporate governance framework, human resources and business capability.

Financial statements: Comcare’s audited financial statement for 2009–10.

Comcare and the Safety, Rehabilitation and Compensation Commission

Comcare and the Commission contribute to a safer, fairer, more productive and socially inclusive Australia. Together Comcare and the Commission oversee the ‘Comcare scheme’ by co-regulating federal work health and safety, and workers’ compensation arrangements. The Comcare scheme is a national, integrated system.

Both Comcare and the Commission are established under the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) and have a number of powers and functions conferred under the:

  • Occupational Health and Safety Act 1991—the protection of the health, safety and welfare of workers in federal workplaces.

  • SRC Act—an early and safe return to work and access to compensation for injured workers.

Comcare is also responsible for managing the Commonwealth’s asbestos-related claims liabilities under the Asbestos-related Claims (Management of Commonwealth Liabilities) Act 2005 (ARC Act).
